If I wished to try for the Pan Amer. in 2003 and had never competed before in FEI I 
would find this a Mountain not a Speed Bump.  As a new rider to FEI how could one even 
hope to get a Certificate of Capability in 2002?  For example, if I entered the Washoe 
Valley CEI*** 100 miler in the hopes of getting my Certificate with a 12 km/hr 
criteria I would have to finish the ride in approx. 13hr 21min, BUT this does not take 
into account the 3 hours worth of holds (2-60 min, a 15 min & a 45 min hold).  In 
reality I would have 10 hr and 21 min or so RIDING time.  Heather and Crystals Charm 
were first in this ride last year with a 10:45 riding time which is NOT GOOD ENOUGH in 
2002 to get a Certificate of Capability.  Why should I even try if my hopes our pinned 
on whether there may be a retroactive rule change sometime in 2003.  I will not risk 
my horses health to compete at that level.
