A short-chopped, low-dust forage replacement, see:
http://www.dengie.com/new_site/products/hi_fi.html

On hay soaking, some vets emphasize dust removal where just rinsing/dunking
would accomplish the goal. Others stress the need to soak to actually
change the character of the mold spores/pollen present (swelling?). IIRC,
this was the subject of some studies reported in the mid 90s indicating
that 15-20 minutes was as good as overnight (spore counts, not evaluated
effect on COPD horses).
