The new bylaws were primarily authored in 2000 by the bylaws 
committee, chaired by Steve Rutter, with input from the legal 
committee chaired by Richard Maxwell.  The current bylaws and 
legal committee is composed of John Parke and Richard Maxwell. 
The question of who knows the WHY of a given thing in the 
current bylaws might fall to one of these people.

As to the establishment of the dues and fees structure, it is 
clearly the responsibility of the Board of Directors in both 
the new and old bylaws.

Does the Board need to have a specific motion establishing
those dues under the new bylaws prior to Dec 1 2002, the 
start of the next membership year or is there some mechanism 
for the old structure to be automatically in place
if the new bylaws are approved?
