WD-40?!  Never heard of that technique.  I have used Show Sheen with great success, especially on those twists and tangles that occur in manes or mats in tails.  I spray it on, soaking the area fairly well, let sit for about 5 minutes.  Then I use a hoof pick and gently pull strands of hair apart, a few at a time.  Show Sheen makes the hair so slippery that this is fairly easy to do.  Of course it takes extra time, but the results are a lot prettier than just cutting the matted part out.  One caution: don't use Show Sheen if you  plan on using the mane for hanging on to while climbing steep hills....too slippery.

Are you using something on the mane?  We once had a client who used WD40 to get the tangles out of his horse's mane.  It worked beautifully.  But all the hair under the mane and forelock fell out!
