Why would some one put instructions in the attached file and not in the
email text itself, especially when the attached file is not a text file? And
the message was sent to the whole mailing list. That was obviously an
attempt of social engineering to trick you to open that file. I have
received a few of such emails myself where the domain name ("ill.fr") varies
depending on the email account.
