If I understand correctly, TOPAS is able to use "multi-wavelength" for Rietveld fitting. Are there other -free for academics- computer programs able to do this ?

As Dipo Omotoso pointed out, you *must* measure a standard material (LaB6/Si) to determine exactly what you should use.

And how do I know if my CoKa/Kb ratio is constant?!

By measuring the same standard regularly. If your optics are stable, it should not change.
