I propose that you could secure powder in a thin layer on a single piece of kapton or other substrate using dilute collodion or vacseal. I find that both work best when diluted quite a bit. Collodion will sometimes peel off of its substrate, while vacseal does not (remains sticky) and can be dissolved in acetone. I haven't personally done transmission, I just know that those two materials can be very helpful :) best of luck!
