Once Again, Microsoft's non-adherence to  standards bites an innocent
by-stander.  It seems that even when told to export outlook contacts as ASCII, 
MS insists on putting "smart quote" crud into ASCII files.

Postgres, in my case, tries to translate it into a LATIN-1 char and dies
horribly on the row insert...

my question is:  Is there any harm from a RIFE perspective of dumping
the DB, creating a new DB who default charset is UNICODE and then 
re-importing  the data and then continuing with the entire DB multi-script
capable..?
