While I’m not a developer, I believe a menu bar is not required to have keyboard controls. New GNOME apps (with headerbar) usually have a window with a list of keyboard shortcuts. (See page 13, point 4 in the mock-up PDF.)
If the client is to use a headerbar, then a menu bar may be superfluous. Accessibility is very important, but since GNOME is known to have a fine support for that, I don’t think there should be a problem making that work with the current interface style.
