Hi, The current planned design is the main conversation list showing the selected account contact list. That will allow to add/remove contacts from your account using action on the conversation list items. Note that the contact list is synched across account' linked devices.
The "Pending contacts" list (previously "Contact requests") shows incoming invites/messages from people not part of the selected account contact list. Currently contact profiles and message/call history are not synched across devices (however we plan to do it at some point). An example would be Alice talking to Bob and Alice and Charlie talking to Bob. So having only one tab with contact would make hard to manage conversations history. Second, we use to have a contact list.
