Yes, you can. You need to enable auto connection on local network. I'm 
not sure if this is done on Android yet, if not, you need a bootstrap 
server, which can be achieved by running opendht's dhtnode: 
https://opendht.net/

Of course, you won't be able to have usernames without a local name 
server:
