you can do what you want with RIPE Atlas Tools in two steps.
First get a list of probes that are around a city like:
|ripe-atlas probes --location Amsterdam --ids-only --radius 20 |
If you do:
|ripe-atlas probes -h |
you can see some explanation of the options.
And then get the above list and pass it as a comma separated list to the
measure command like:
|ripe-atlas measure traceroute --from-probes 1,2,3,4 your_target |
--paris is the paris traceroute option. It should be an integer from 0
to 64 as stated in the RIPE Atlas website documentation.
