[atlas] Problems with f.root-servers.net in Russia?

Sorry for slight offtopic, but does anybody know what is up with Russian 
instance of F root server? I observe periods of very high packet loss 
since 11th of October. I used to measure my own internet connectivity 
pinging it, but seems like by internet works better than that of the 
root server.

Here's a measurement with 50 Russian probes, 34 of them show 
"Unreachable" right now:
