It wasn’t a freebie just to hang out at the meeting. No matter.

That’s true. Though in the past, the RIPE Chairman could ask for the meeting
fee to be waived whenever someone who lacked funding was making a significant
contribution to the meeting. This didn’t extend to travel and accommodation.
IIUC that element was added when the RIPE Fellowship thing (aimed at research
students?) started.
