The ICANN Secretary would like all constituents of the Address Supporting 
Organization to be informed about the delivery of the following ICANN Board 
decisions:
- Fundamental amendments in articles 18 and 19 of the ICANN Bylaws related to 
the IANA Naming Function Reviews and the IANA Naming Function Separation 
Process. 
This triggers the convention and conclusion of an Approval Action Community 
Forum between 15 September and 15 October 2023 or during the next scheduled 
ICANN public meeting (ICANN78). Please note that the Approval Action Community 
Forum is convened at the direction of the EC Administration (ECA).

- Standard amendments in articles 8, 12 and 27 of the ICANN Bylaws related to 
the composition and terms of the ICANN NomCom (Article 8 with a transition 
article and article 27), the implementation of the NomCom Standing Committee 
(Article 8) and change in how the RSSAC is selected (Article 12). 
Under the ICANN Bylaws, the Empowered Community now has the opportunity to 
consider whether it will reject the Board’s approval. This petition period will 
end on 6 October 2023 at 23:59 PDT. Any Rejection Action Petition should be 
sent to the ASO Secretariat ( secretariat [at] aso [dot] icann [dot] org ) 
before the deadline.

Dear RIR Community,

As a Decisional Participant, the Address Supporting Organization received a 
notification from the ICANN Secretary requiring Decisional Participants to 
promptly inform their constituents of the delivery of below ICANN Board 
decisions on Fundamental amendments in articles 18 and 19 of the ICANN 
Bylaws.The amendments are related to the IANA Naming Function Reviews and the 
IANA Naming Function Separation Process.

Notice of Board Approval of Fundamental Bylaws Amendments

The ICANN Board approved Fundamental Bylaws Amendments to Articles 18 and 19 of 
the ICANN Bylaws. The resolution approving the Fundamental Bylaws Amendments is

Under the ICANN Bylaws, delivery of the Secretary’s Notices triggers an 
Approval Action Community Forum to be convened and concluded during the period 
beginning upon the Approval Action Board Notification Date (15 September 2023) 
and ending at 11:59 pm (PDT) on the 30th day after the Approval Action Board 
Notification Date (15 October 2023); or during the next scheduled ICANN public 
meeting (ICANN78).

Please note that the Approval Action Community Forum is convened at the
