Sherry Julian's idea sounds like it might be the right one, you may not have installed flac.
To be sure, go to http://flac.sourceforge.net/download.html and download the windows-with-installer file. Then run the install program that comes down. Amongst other things, a FLAC folder should appear in your windows Start menu. Then look for the flac executable and give that location to EAC.
