If you convert to MP3 you can use MP3Gain to alter the volume based on the ReplayGain algorithm.
A lot of people here don't like it but it's adjustable and can be undone. The MP3Gain GUI allows you to "normalize" to any volume you like and you can use track gain or album gain if you like. You can apply changes to entire directories at a time. I use it for MP3s in my PocketPC, which I use in my car.
