The "rules", rather guidelines, are funny indeed.  Not only are they
language dependent, they also vary with discipline.  Personally, I
focus on drawing less attention to the non-critical words (eg. the
prepositions, non-specific articles, etc.), except when they are the
first/last word of the title.

I wouldn't surprise me if these rules had their origins in early print,
where capitalizing small words make the sentence look too cluttered and
black; it is not easy for the brain to distinguish runs of short words,
so deemphasizing non-critical parts of speech is the goal.

I suppose in the end it doesn't matter too much, as you've discovered
there are many variants in the various databases, which you have to
correct manually for your needs.
