No Ogg Vorbis is not lossless. Windows Media Audio Lossless is comparible to FLAC file sizes. I think it sometimes produces smaller files, but not by much.
No license issues with using WMAL. You need a license if you were to create an application or a hardware player that supportes it (like a squeezebox).
