I'm using version 11.5 of dbPoweramp, and though I've never tried to convert to ogg before, your post made me curious. So I downloaded the ogg codec and tried it.
It did in fact maintain the folder structure. The only difference I can think of is I don't keep my music files in "MyMusic". And the test folders I used were placed in an empty folder specifically for the purpose of attempting this. Oh, and also I have the "PowerPack" installed. But the files were successfully converted to ogg and the folder structure was intact. Perhaps it was the PowerPack? Here's a screenshot: The files started out as flac files in folders under "hold".
