Foobar2000 is a good suggestion. Another possibility is to burn the WWV file to a CD, and then rip it to flac using EAC, dbPowerAmp, Foobar2000, or some other tool. Question is, what can you use to burn a WMV to CD . . . Windows Media Player?? I honestly don't know.
