They are different programs by different developers (and confusingly named).
Mp3tag v2.37a is the latest version of the software at http://www.mp3tag.de/en/ mp3Tag 5.4 [note the different capitalisation] is the latest version of the software at http://www.maniactools.com/soft/mp3tag/ There was an issue about using full range of FLAC tags in Mp3tag a while back, but I thought it had been resolved ?
