Ah, OK, yes it's quite clear now.  And this makes a lot of sense, I was
wondering what would happen if you modified the reference loudness tag -
without rescanning and recalculating ReplayGain, it doesn't mean
anything.

And as you mentioned there aren't even any tools yet to recalculate
ReplayGain based on an alternate reference value.
