I use the "tag frontend", a windows GUI for the command line "tag"
program. Handles many formats, including MP3 and FLAC, which are the
ones I use most. I also use softpointer.com's "AudioShell" tag editor
for making simple edits and for general tag checking; it integrates
right into windows explorer, so it allows you to see your tags in
selectable extra columns with the windows explorer detail view. It
also handles many formats, including MP3 and FLAC.
