If the files are originally M4P, they're already lossy.  Re-encoding
them into another lossy format like M4A or MP3 will only serve to lose
even more audio data.

Best to stop the losses at this point and use a lossless format, since
you have the choice.

If it doesn't bother you to lose even more audio, then just encode in
what sounds the best to you at a given bitrate OR what sounds the same
at a lower bitrate.  Apple AAC and Ogg seem to have more efficient
coding methods and can achieve the same sound quality at a lower
bitrate or better sound quality at the same bitrate.  Just be aware
that when you use different encoding models (for example, going from
AAC - MP3) you will get artifacts of both, so M4P - MP3 will probably
sound worse than M4P - M4A and will also sound worse than original WAV
- MP3, where you're only using one encoding model.
