For ReplayGain, you don't need to decode and re-encode, there are tools
that will analyse the track and add the ReplayGain metadata to your
tracks. With ReplayGain values stored in the files meta-data (or tags)
you are still left with the original rip, but the SB will alter the
volume internally according to those values.

As for re-FLACing my library, there are various tools and scripts to do
this. Robin has posted a simple Perl script in the past. The FLAC front
end can also do it. The bonus of the way flac.exe re-encodes the data
is that the file modified and created time stamps are uncanged, so if
you Browse New Music, that is still correct after pocessing.
