Funny you should ask as for quite some time we considered setting one
up. Problem was until recently it was illegal to do format transfers
in Australia.

Recently, this has changed although I'm still not sure about doing it
as a third party service...I've long since stopped looking into it.
Certainly it would now seem to be legal for one to do it for one's own
collection. But as for doing it for others, not quite sure.

If it were an option, what would you consider a reasonable fee? Our
original plan was to require the original CDs (obviously, no burns
etc), and to offer a service that would convert to both FLAC and MP3 in
one go...for both an SB/Sonos type installation and for portable music
players. The idea was to set up a service that would collect your
library, do the conversion, and return the files to you on an external
hard drive of the appropriate size...or possible on DVDs ready for
copying so you had a nice backup.

Tags from a higher quality source than freedb, and cover art etc from
Amazon or similar where possible.
