Well, what you've described is exactly how I would want it to work. You have 20 files tagged as rock - so if you ask for a random mix of rock that's what you should get.
Its only a problem if you consider "alternative;rock" to be a genre on its own - in which case you'd be better off forgetting multi-values and tagging it as "Alternative Rock". OK, so I know that's not quite what you are looking for: you want to be able to ask for a mix of tracks from one genre EXCLUDING tracks from one or more other genres. There have been threads discussing this in the past though I can't lay my hands on one just at the moment. However I wouldn't be at all surprised if you can achieve this with some combination of erland's whizzy plugins, you might want to have a look.
