A properly decoded HDCD *can* have information up to 20 bits. This is
what would happen inside an HDCD compatible DAC. Squeezebox DACs are
not HDCD compatible, so you need to decode into the output file of the
rip.

If, however, you have your SB attached to an external HDCD compatible
DAC, all the information is imbedded in the 16bit ripped file, and the
HDCD decode will occur.

Also, in the dBpoweramp implementation, if there is no HDCD detected,
then the resulting output file is 16/44.1 as usual.

I have a few HDCDs, such as the King Crimson re-issues, Centerfield by
John Forgerty, No Exit by Blondie, and (surprisingly) Austin Powers:
The Spy Who Shagged Me OST. There is a subtle improvement to be had by
decoding the HDCD.

If you have an HDCD, why not try it. If you hear no appreciable
difference, then it is of no further interest.
