Normalization is evil.

In this case, you want compression, not normalization.

You compress the soft sounds louder towards the loud ones, and then you
can hear them in a car, train, etc.

My Lincoln's factory CD player has compression. I had a very early Sony
portable CD player (from ~1988) that had compression.

Nearly all audio editing tools contain compressors.
