Ogg doesn't use a lowpass filter at Q5 and above, and the lowpass at Q4 is 20.5 KHz. What you're likely seeing is "the waveforms look different" which will be the case for lossy encoding at any quality level--but as long as they don't sound different, it's not a problem.
