The problem you will run into doing that is if you have a slightly different spelling for the file name you will end up with two files. If you have dbpoweramp you can do this using windows explorer. Right click on the columns in explorer and add bit rate plus anything else that dbpoweramp has there. You have to go to folder options and save all folders for this view. It would be easy to just go through your folders and delete the 128kbps. Not that hard even on a bigger collection. Then use the Arrange audio dsp in dbpoweramp to move every to the new folder.
