I used three different tagging tools (including mp3tag) and couldn't identify ANY difference in the tags, whether v1 or v2, or removing all v1 tags, etc. Absolutely no difference. That's hardly surprising because I tagged all the tracks in one go, not track by track. However, I had used Picard to retrieve album art, which it had done rather unreliably. That was about the only difference, but even then, it didn't match what I was seeing.
In the end, for the offending albums, I completely removed all tagging and re-created. The problem went away by doing this.
