I'm using 7.4.1, the current "official" release.  I haven't made the
change to the default settings in MP3tag, so it is not preserving file
change time.  The scanner should know thow that the file has changed,
assuming it sees the time stamp, not simply the date stamp (this was all
happening on the same day).
