Polyview is an older utility that is extremely powerful. For simple sizing and conversion, it is very straightforward. Crop and then resize. Several resizing algorithms to choose from, that allow a tradeoff between speed and quality, although for album art the size of the images makes this meaningless, go for the highest quality.
Does have a small bit of upfront learning investment, but after that is real slick.
