i was wondering what suggestions anyone has for turning / converting
some mostly small wav files into taggable flacs on a windows system via
a gui?

these wavs are odd, in that they have odd bitrates/sample rates, most
from 64kbps to 176 with a few at the normal 1411kbps rate.

what i want to do, if possible, is have the flacs emulate the rates,
b/c i don't see any benefit in going bigger from the source.  is that
possible with flac?  also, i want the resulting filesizes to be smaller
than the original wavs at the same ratio you would have in a normal wav
to flac conversion.
