Maybe just remove the library location (directory) from LIBRARY > CONFIGURE. Then close and open foobar. The add the directory back and it should rescan. If that doesn't do the trick, add a directory with a couple of music files in it and let it scan this. Then remove this and add your real directory. Maybe this would force a "real" new scan.
