I don't the exact answer, but a suggestion I have is to google for items
such as: cue, wav, split... A while back (many many years) I had  a
similar project back in when ripping regular DVD's was kind of new and
early programs like DVD decrypter didn't let you split by chapter. I
googled the above because people were using cue sheets in ripping CD's
and splitting them.  Once you have the wav file, any software should
work, I would think no matter the wav file.  

I know EAC (Exact Audio Copy) can split wav's with cue sheets, so that
might be worth testing. I'd be sure to make a backup though as the
sample rate you are showing could be the wild card in the process.

A program like Audacity can split files, but not with a cue sheet. If
perfect splits are your goal, it may not work, but you can get pretty
close through its zooming, and I do think it can automatically detect
splits if there are gaps of silence.  Of course, if you have live
Blu-Ray discs, that probably won't work.
