I think you could use Audacity to split them, and then a tagging program
to name and tag the files. Just make sure you note the order somehow or
you would need to listen to the clips or go by track time to tell them
apart.

I haven't tried this, but think it would work fine. Maybe there is a
better way within some paid program such as dbPoweramp or MonkeyAudio
or something, but I don't know...
