My purpose wasn't ask why compilation=0 works the way it does. I was
wondering why FLAC and M4A files seemed to work in different way. 
Why in my example above Ike & Tina Turner will be shown on artists list
when The Who is not shown. 
I remind that in this situation I did not have any Who albums in my
library nor any Ike & Tina Turner albums either. 
Actually I only had those two albums in my library.

I thought that it must be because file types because the tags were
comparable. My solution was to re-rip the album and this time for FLAC.

And after that Ike & Tina Turner didn't appeared on artist list
anymore. Case closed.

But now I think that I made wrong conclusion. I have found couple of
similar cases: all files are M4A and tags are similar than my examples
above.
But they are behaving differently without any simple reason. Some
albums seems to work such as I have used COMPILATION:0 tag, but I
haven't used it.
I have checked the tags with mp3tag and there are not compilation tag
defined. 

But then I checked the tags using Squeezebox Server browser interface
(or how do you call it), and "view tags" and indeed: there ARE two
extra tags
in these albums which are behaving oddly: PGAP:0 and CPIL:0. I cannot
see those tags with MP3TAG, but I can see them with PICARD. However I
cannot 
rid of them. Even if I (try to) remove the tags in PICARD and save the
files, the tags are still there again when I reload the files.

1. where are those extra tags are coming from?
2. why MP3tag does not show them
3. why can't I remove them
