If you (1) tell LMS to treat multi-disc albums as a single album
(somewhere in the LMS settings, I forget exactly where), (2) ensure
that the ALBUM tags are perfectly identical for all tracks in the
album, and (3) use the DISCNUMBER tag to indicate which tracks are from
which disc, then you only need to have the album art in one of the
folders. 

Alternatively, you could put all the tracks in the same folder, using
the same ALBUM tags and numbering the tracks sequentially.

If either of those solutions present problems for you -- for example,
if you like LMS reporting them as separate discs -- then you need to
make a second copy of the cover art. I really wouldn't worry too much
about wasted space when you're comparing an extra 20-50KB for another
copy of the album art against 500-600MB of a double CD album.
