OK, I figured out what I did (and all this assumes your album name and
artist tags are correct):

1. First, load up all NON compilation albums, select all, right click,
apply RG as albums (by tags), then let it run.

2. for compilations: open foobar2000, select preferences > advanced >
tools, and click to expand replaygain scanner.  The first item is
"album grouping pattern". It is probably something like %albumartist%
%date% %album%.  Edit this so that it is ONLY %album%.

Then load up ONLY your compilation albums in foobar2000. select all
tracks, right click, select replaygain, then "scan selections as albums
by tags"

This will treat any album that has the same name as an album and apply
appropriate RG values.  Be a bit careful. If you have two compilation
albums called "A Tribute" then it will think they are ONE album.

You might then want to change back the options to the original options
on album grouping. The use of artist or album artist in the grouping is
useful for making sure that multiple albums called "Greatest Hits" don't
get treated as a single album (i.e., it uses the artist info to know
they are separate).
