Have you checked other treads re ripping , the demands is no different than any other ripping, storing files on a USB drive for later use on a Touch does not change anything compared to files for other uses . Use the same stuff as if you would build a library for a PC based LMS .
Would recommend FLAC as a suitable file format and dBpoweramp or EAC as ripping software .
