I tried encoding a 100M wave file using the lame included in the
pcp-lame extension which uses the compiler options compatible with all
rpi boards.

Code:
--------------------
    $ time ./lame.armv6 --preset extreme 01-pinknoise.wav 01-pinknoise.mp3
  LAME 3.100 32bits (http://lame.sf.net)
  polyphase lowpass filter disabled
  Encoding 01-pinknoise.wav to 01-pinknoise.mp3
  Encoding as 44.1 kHz j-stereo MPEG-1 Layer III VBR(q=0)
  Writing LAME Tag...done
  ReplayGain: +3.3dB
  real 1m 47.86s
  user 1m 47.09s
  sys 0m 0.29s

--------------------

and again using a 32bit lame compiled specifically for the rpi4 cpu.

Code:
--------------------
    $ time ./lame.rpi4 --preset extreme 01-pinknoise.wav 01-pinknoise.mp3
  LAME 3.100 32bits (http://lame.sf.net)
  polyphase lowpass filter disabled
  Encoding 01-pinknoise.wav to 01-pinknoise.mp3
  Encoding as 44.1 kHz j-stereo MPEG-1 Layer III VBR(q=0)
  Writing LAME Tag...done
  ReplayGain: +3.3dB
  real 0m 34.10s
  user 0m 33.80s
  sys 0m 0.24s

--------------------

3x faster.

As Paul said, building cpu specific extensions for picoreplayer is not
something we're currently setup to provide or maintain.

The rpi4 specific lame extension is available on my sf website for you
to try. You need to have already installed pcp-lame from the pCP
repository, then replace the 2 files, backup your config and reboot.

Code:
--------------------
    tc@rpi4:/mnt/mmcblk0p2/tce/optional$ wget -O pcp-lame.tcz
http://ralph-irving.users.sourceforge.net/pico/pcp-lame.tcz

  tc@rpi4:/mnt/mmcblk0p2/tce/optional$ wget -O pcp-lame.tcz.md5.txt
http://ralph-irving.users.sourceforge.net/pico/pcp-lame.tcz.md5.txt

  tc@rpi4:/mnt/mmcblk0p2/tce/optional$ md5sum -c pcp-lame.tcz.md5.txt
  pcp-lame.tcz: OK
--------------------
