I tried encoding a 100M wave file using the lame included in the
pcp-lame extension which uses the compiler options compatible with all
rpi boards.

As Paul said, building cpu specific extensions for picoreplayer is not
something we're currently setup to provide or maintain.
The rpi4 specific lame extension is available on my sf website for you
to try. You need to have already installed pcp-lame from the pCP
repository, then replace the 2 files, backup your config and reboot.
