You can achieve a simple Traffic Scheduling system within Rivendell by 
creating an event called 'Play a Commercial' which selects a cart from 
the TRAFFIC group.

If you have 10 advertisers and you have 1 cart each the system rotates 
them through. They tend to get 1/10 of the avails.

You can day part cuts and advertisers and use the Scheduler Codes to 
distinguish ROTATE NEWS SPORT WEATHER

We had some advertisers on some days and not others. The log was always 
full, so we placed only as many avails as we needed as we grew the 
client base. All clients were sold on a package per week which gave them 
10 a day, all got more and no one complained.

We Put 1 or 2 EVENTS in the CLOCK at the appropriate time.

Our Sport Associate Ad event Picked a TRAFFIC CART with SPORT Scheduler 
Code.

Of course you then have to sell advertisers based on the way the system 
works but the cost of a proper scheduling system loaded on to the spot 
rate soon persuades them that what you offer is probably going to work.
