Yes, it's BWF, as specified in EBU Tech Pub 3285, plus relevant annexes.  A

CartChunk is a different (albeit compatible) data standard -- AES46-2002 to be 
precise.  That one is not a freebie, although a copy can be purchased from the 
Audio Engineering Society.  It is supported by Rivendell for audio imports and 
export, but is not used in the internal audio data store (for reasons having to 
do with avoiding race conditions that have been thrashed through here many 
times).
