I can see your logic but I think there might be a better way of doing it.   
I do something similar for weekly/monthly competitions that might be  
something to think about.

I have a QUIZ group.  The scheduler picks any active cart in the QUIZ  
group.  The important part is to set expiry dates on your carts/cuts.  So  
for my monthly quiz carts I make sure they're only active for a particular  
month.  This way I can prepare in advance and don't have to worry about  
overwriting carts and then manually scheduling.

With day parting you can set carts to only play on certain days and times  
so you could have a sermons group with everything inside then make one  
active on Mondays, one only in between 9 and 10 am etc etc.

Anyway as for your specific question, you can import to a specific cart  
number using a manual rdimport with the --to-cart switch but they end up  
importing as new cuts inside that cart whenever I've tried it.  You could  
delete old cuts out afterwards I guess.

I also believe rdcatch or feeds can access FTP sites (I've seen some  
options that look vaguely familiar) and somewhat automate this process.   
Don't quote me on that though as its something I've never tried.
