Yup; that was part of the problem. The other part was I had copied rd-bin.conf to /etc/httpd/conf instead of /etc/httpd/conf.d, so rdxport.cgi wasn't actually doing anything.
But it's working now. I've also documented everything I've done, so it won't take me 12 hours next time. Thanks for your help.
