Had a similar problem with various in house stuff.  The event would be 
something like "Import from Adverts must have code Quiz".  We generally 
left the artist as TVA but then would have rule broken due to artist 
separation and a random advert played instead of ones with the Quiz 
code.  In the end we settled on changing the artists to things like "TVA 
Advert", "TVA Quiz", "TVA Station" etc.

Not sure why you would have errors for legal and not for others though.
