Ok, as an experiment, I went ahead and corrected the offending chunk size (specifically, the byte at offset 0x2B4, which should be changed from '1' to '2'). After making that change, the file imports perfectly, including all of the Cart Chunk fields. You might want to file a bug report against whatever system wrote this file (the Producer ID field in the cart chunk is "Genesys").
